- Law Enforcement Leadership: Major Donna Kinsey is a retired law enforcement major and seasoned professional with over three decades of experience in training, program development, and executive leadership. She is the founder and president of TEC III, Training Enhancement Center, providing specialized instruction to public and private organizations
- Pioneering Achiever: She became the first woman in her department’s history to be nominated and accepted to the FBI National Academy.
- Expert Trainer and Strategist: Throughout her career, she commanded vital divisions including Accreditation and Training/Career Development. As the appointed Firearms Range Master, she restructured the firearms training program to expand live exercises, incorporate reality-based training, and implement comprehensive safety protocols.
- Award-Winning Excellence: She is recognized with the FBI Women in Law Enforcement Leadership Award and is a three-time recipient of her department’s Administrative Excellence Award.
- Academic Distinction: She holds a bachelor’s degree in organizational leadership from St. Thomas University and a master’s degree in public administration from Barry University. She graduated summa cum laude from both institutions.
- National Influence and Speaker: As an active member of the FBI Speakers Bureau, she has presented her programs at FBI National Academy state and national conferences. She remains actively engaged in delivering training nationwide, including to Fortune 500 companies.
